उत्तराखण्ड राज्य का अधिकांश भाग मध्य हिमालय का पर्वतीय क्षेत्र है। जिस कारण रेल एवम वायुयान जैसी सुविधाओं का यहांं प्रायः अभाव रहा है फलस्वरूप सड़क मार्ग ही एक मात्र आवागमन का सुलभ साधन है। राज्य की विशम भौगोलिक परिस्थिति के कारण आपदा आने पर सड़क मार्ग से बचाव कार्य करना संभव नही है। पहाडो पर आपदा आने पर हवाई मार्ग से ही जानमाल को बचाया जा सकता है।
उत्तराखण्डशासन के शासनादेश संख्या 106/पग/2013 दिनांक 30 मई 2013 द्वारा उत्तराखण्ड नागरिक उड्डयन विकास प्राधिकरण की स्थापना की गई है। प्राधिकरण का मुख्य उद्देश्य मौजूदा हेलीपैडों का सुदृडीकरण, नये हेलीपैडो का निर्माण, राज्य मेंचारधाम यात्रा हेतु पर्यटन के साथ-साथ पर्यटन के क्षेत्र में निजी क्षेत्र की भागीदारी एवम निवेश को बढ़ावा देने, हवाई सुरक्षा सेवा उपलब्ध कराना तथा वी आईपी उडानों को बिना प्रभावित किये अपनी आय बढ़ाने के लिए प्राईवेट/व्यवसायिक उड़ानों में भी हवाईजहाज/हेलीकॉप्टरों का उपयोग निधारित शुल्क करके उपयोग करना है।

The Government of Uttarakhand incorprated Uttarakhand Civil Aviation Development Authority in the year 2013 with the objecive to develop civil aviation sector in the state on a sustinable model. The preamble at UCADA is to provide safe, convenient, economical and efficient air travel to all parts of the state. To fulfil the said objective, the government has supported the Central Government in its Regional Connectivity Scheme (RCS) initiative and has signed MOU for the same. Parallely, the state government has also started its own regional connectivity by partnering with a reputed private sector firm for providing regional air connectivity.
